Summary
The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Assistant Director for Business Management and Administration located in Washington, DC. The Department structures its SES positions into categories to determine the minimum pay for each position. This is a category 3 position. The minimum pay for this position is $197,200.
Veterans preference does not apply to the SES.

Duties
The position is located in the Bureau of Land Management (BLM) at the Department of the Interior (Department) and reports to the Deputy Director for Administration and Programs.
The incumbent carries out the following specific responsibilities:
1. The Assistant Director for Business Management and Administration serves as a principal participant along with the Director, Deputy Director, and Assistant Directors of the Bureau in formulating, developing, and refining major resources management and fiscal policies.
2. The incumbent serves as the executive liaison for budget development and execution, oversight of fiscal assets, procurement, real/personal/information property, accounting principles and standards, organization management/analysis, strategic planning coordination, leadership in performance measurement, and process reengineering.
3. The incumbent develops and formulates plans, activities, and initiatives designed to enhance and improve efficient and effective Bureau operations consistent with established rules, regulations, policies/procedures, and customer needs and requirements.
4. The incumbent represents the BLM Director/Deputy Director in conferring with and deciding upon matters requiring cooperation with the Department, Committees of Congress, other Federal agencies, State, local and various private interests and stakeholders.
5. The incumbent serves as the focal point on key matters related to administrative management policies and operations, and is responsible for the provision of timely information/guidance on decisions and viewpoints of the Directorate; ensures that information is translated into appropriate action; evaluates the Bureau's operations to ensure the achievement of established program goals/objectives; modifies program emphasis to reflect changing circumstances; provides advice on unprecedented problems having far reaching consequences; and reviews/approves programming and budgeting plans for the organization.
6. The incumbent serves as the Designated Agency Safety and Health Official (DASHO) and provides executive leadership to enhance efficiency and reliability in Safety and Occupational Health Management and Emergency Management.

You will be subject to a background/suitability investigation/determination.
Newly appointed SES members must serve a 1-year probationary period.
Public Financial Disclosure OGE-278 filing within 30 days is required.
This position may require pre and post-employment drug screening.
Selections are subject to Department approval. Initial appointments to the SES must have to undergo an ECQ based structured interview with Office of Personnel Management (OPM).
Males must meet Selective Service Registration Act requirements. To verify registration visit SSS.gov.
Agencies must request OPM approval to appoint current or former (within 5 years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position.

Technical Qualifications (TQs) are designed to assess an applicant's experience relevant to the specific position requirements. Your resume should clearly demonstrate your experience and accomplishments related to the two TQs below:
TQ 1: Federal Financial Management Leadership: Proven executive experience directing large-scale Federal financial programs, including budget formulation and execution, internal controls, financial systems oversight, audit coordination, and performance-based management to ensure fiscal accountability and mission alignment.
TQ 2: Enterprise Business and Administrative Management: Demonstrated ability to lead agency-wide business functions-procurement, asset management, organizational analysis, performance measurement, and process improvement-while coordinating effectively across headquarters, field offices, interagency partners, and external stakeholders to improve operational efficiency and mission delivery.
Your two-page resume should also show that you possess the Executive Core Qualifications listed below: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to assess executive experience and not technical expertise.
ECQ 1-Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations.
Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. Pay is set based on consideration of the selectee's current salary and other factors. Effective January 1, 2010, OPM must authorize any employment offers we make to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch.
