Summary The Administrative Officer (AO) for Emergency Medicine Service Line (EMSL), is located at the Veterans Health Administration, Veteran Affairs Health Care System (VAHCS), Salisbury, North Carolina. Learn more about this agency Duties ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Assures all actions are supported by laws and regulations while accurately representing the viewpoint of the supervisor/management. Reviews official outgoing correspondence for accuracy, proper composition, proper format and whether such correspondence conforms to current policies, applicable laws and regulations. Provides advice regarding composition of correspondence and furnishes information regarding directives, and policies to services/programs. Responsible for various aspects of the Emergency Medicine Service Line, including budget and fiscal management, supply and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, and space utilization. Actively supervises the administrative staff within the Emergency Medicine Service Line to include two (2) administrative support positions. Assists in interpreting workload and other data used in resource planning to make requests for additional personnel and resources as needed to meet service demands. Administers the space plan and maintains effective utilization of all space associated with Emergency Services Care. Analyzes and evaluates equipment needs and maintains all equipment programs related to Emergency Services Care delivery in the Emergency Department and the Urgent Care Centers. Assists managers in advocating for staffing needs, writing position descriptions, developing job analyses, and preparing performance plans/appraisals. Acts as the liaison with the HR office concerning personnel related matters. Serves as a Contract Officer Representative (COR), and/or maintaining procurement and contracting records. Provides reporting, evaluation, and fee requirements associated with the accreditation of the organization and assures departmental compliance with unique standards. Performs related duties as required. Qualifications To apply for this position, you must have the following qualifications: SPECIALIZED EXPERIENCE: one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the GS-7 grade level in the Federal service. Specialized experience includes: developing and applying established policies, procedures, and regulatory guidance to ensure compliance; analyzing and evaluating administrative processes to improve efficiency and effectiveness of operations; collecting, compiling, and interpreting data to develop reports and provide recommendations to management; assisting with budget formulation, execution, and tracking of resource requirements; coordinating human resources and staffing actions; and managing or supporting logistical functions such as space, equipment, and supply needs. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE(TRANSCRIPT REQUIRED): Successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalent combinations of successfully completed graduate-level education (in excess of the first year or 18 semester hours) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of this position. PHYSICAL DEMANDS: The work is primarily sedentary, although some slight physical effort may be required.
