Summary
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management.

Duties
Responsible for the development, installation, and management of a security program for a governmental organization,
organizational segment, installation, or other unit, subject at the local level only to administrative supervision and control
(policy and technical guidance may be received from a higher organizational entity).
Lead, guide and oversee professional staff performing work in various security specialties, and in resolving major
conflicts in policy and program objectives.
Lead, guide, and oversee staff in the analysis of the strengths and weaknesses of complex security programs,
processes, and procedures and develop new strategies for resolving complex problems or improving overall
performance.
Lead and oversee staff in developing strategic and tactical plans to support ODNI security initiatives; guide and lead the
development, implementation, and evaluation of security programs in response to Intelligence Community (IC)
directives and/or mission requirements
Plan for new or far-reaching security program requirements, and lead interagency study groups for resolving problems
in existing security systems and programs requiring innovative solutions.
Advise top level agency security and subject-matter experts on new developments and advances in security
techniques.
Make authoritative recommendations on methods for enhancing efficiency of security systems through modifications
and applications of evolving technology.
Evaluate and make authoritative recommendations concerning overall plans and proposals for major agency and
interagency security projects.
Implement IC wide guidance in agency standards, guidelines, or policies for major IC security programs.
Analyze, plan, schedule, and coordinate the development of legislation and security policy issuances that direct the
course of security programs in the IC community and others involved in sensitive and secure work performed in or for
the Federal Government.
Serve as an expert authority resolving problems or issues concerning several phases of security policy, development
and implementation for a variety of programs in one or more fields of security.
Lead, cultivate, and maintain productive working relationships with security colleagues, CIA counterparts, and ODNI
senior leadership to share information of interest, explain the specifics of security programs and procedures, and, when
appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Assess performance, collaborate and oversee goal setting, and provide feedback on personal development for
assigned team members.
Serve as a member on interagency committees or in national security organizations involved in reviewing, analyzing,
developing and issuing national policy directives and drafting legislation affecting security policies and programs
throughout the Government and private sectors;
Other duties, as assigned.
Requirements
Conditions of employment
Must be a U.S. Citizen residing in the United States
Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
A two-year trial period is required for all new permanent appointments to the ODNI.

Expert knowledge of general security administration programs and mastery of one or more security specialties (e.g.
sensitive compartmented information, personnel security, technical security, operations security).
Expert knowledge of IC, CIA, and ODNI security regulations, policies, and procedures in order to address and resolve
ODNI security issues, violations, and questions.
Expert ability to develop and effectively manage a complex security program, assess customer requirements, identify
dependencies, and manage and mitigate risks.
Expert program management, analytic, and critical thinking skills, including a superior ability to conduct security
program assessments, identify needs and requirements, and develop process improvement recommendations for the
successful implementation of ODNI's security programs.
Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is
targeted to and meets the needs of varied audiences with different perspectives and objectives.
Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior
colleagues, and utilize strong organizational and interpersonal problem solving skills.
Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or
seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior
leaders, customers, contractors, and other stakeholders.
Superior ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and
integrate and build upon varied opinions in a manner that encourages the formation of integrated solutions and
positions.
Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal
and professional development of all levels of personnel

Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview.
SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
