Summary This Facility Program Manager is responsible for the professional and administrative management of an assigned area in pharmacy service, plays a defined role in budgetary execution, and serves as a consultant and midlevel provider who functions to initiate, modify or discontinue medication therapy. Extensive documentation and clinical progress note writing are required of this position. S/he may be involved in research activities and precepting of pharmacy trainees. Learn more about this agency Duties Manages the activities of assigned Clinical Pharmacy Specialists and has the oversight of ongoing clinical pharmacy services. Works under the supervision of the Associate Chief of Pharmacy. Works with other pharmacy staff to assure that pharmacy clinical services are well coordinated and incorporated into the overall approach to patient care. Assures that the pharmaceutical care needs of patients are met across the continuum of care within the scope of their clinical specialty area. The incumbent has full administrative authority over subordinates in his/her area of specialty, and ensures that services provided meet or exceed the professional and legal standard. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Ensures implementation of performance standards, assures that clinical practice is compliant with all regulatory and accrediting body requirements. Develops policies and procedures relative to the assigned area of practice Designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities Coordinates all clinical pharmacy functions for his/her assigned practice area, helping to achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams. Attends and participates in team meetings, conferences, and other scheduled events as required Works independently and effectively to evaluate prescriptions and/or provider orders for accuracy, eligibility, availability, and cost effectiveness and therapeutic appropriateness; contacts physicians and makes authorized changes in orders or prescriptions as required. Demonstrates advanced knowledge of pharmaceutics, pharmacodynamics and pharmacotherapeutics as determined by peer review. Reviews, analyzes, and applies literature to specific patient situations. Demonstrates knowledge of the standards related to Ambulatory Care, Hospital, and Behavioral Health drug use. This includes, but is not limited to, the standards established by DEA, FDA, VA, the state, and The Joint Commission Serves as an authority on drug usage, interactions, over dosages, and compliance to medical staff, nursing staff, technicians, aides, students, and pharmacists of lower grade. Attends and actively participates in all clinical pharmacy activities, including staff development, residency conferences, and journal club. Performs at least one hospital committee assignment per year, or attends professional meeting and presents a report to the facility's professional staff and documents committee contribution or impact of meeting. Provides direct or indirect oversight of pharmacy residency programs and other educational programs as appropriate. May serve as the PGY1 Pharmacy Residency Program Director (RPD), providing leadership, oversight, and coordination of all residency program components, including program design, accreditation compliance, resident evaluation, mentoring, and preceptor development. Assists with coordination of student trainee (IPPE/APPE) assignments and collaborates with education staff and preceptors. Participates in medication use evaluations, audits, and quality management monitoring activities, and gathers data for administrative reports when required. Precepts pharmacy students and residents and maintains a sustained record of contribution to pharmacy education consistent with ASHP standards. Supervises pharmacy trainees and residents participating in the clinical area. Contributes to pharmacy newsletters and other educational materials as assigned. Participates in P&T Committee activities including ADR monitoring, medication error reporting, and medication utilization evaluations attends and actively participates in all clinical pharmacy activities, including staff development, residency conferences, and journal club. Prepares and presents educational lectures and provides both formal and informal instruction to staff within the assigned area. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT) Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS13: Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc. specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
