Summary
The primary purpose of this position is to: provide able legal representation and produce select legal documents to Department of Defense cardholders in the following areas, Wills, Estates, Trust, Medical Law, Consumer Law, Family Law, Adoption, Landlord-Tenant, Financial Instruments, Veteran's Reemployment Rights, Service Member's Civil Relief Act, Immigration, and Taxation in an effort to support the Joint Base Charleston mission.

Duties
Plans, organizes, and directs the activities of the Legal Assistance Division, ensuring that the work accomplished complies with legal and regulatory requirements and meets customer needs. Performs duties as Chief of the Legal Assistance Division. Provides support to active-duty Joint Base Charleston population and dependents as well as Charleston area retiree population. Provides expertise in all of the following areas Wills, Estates, Trust, Medical Law, Consumer Law, Family Law, Adoption, Landlord-Tenant, Financial Instruments, Veteran's Reemployment Rights, Service Member's Civil Relief Act, Immigration, and Taxation.
Serves as Taxation Specialist and oversees WEBLIONS. Administers the implementation of Air Force Legal Operations Center Legal Information Services hardware and software support for the WEBLIONS Program. Monitors all inputs to account for services rendered, to whom, and for what area of law hence enabling Headquarters United States Air Force to build a more comprehensive and effective Legal Assistance Program. Manages the installation tax program; recruits tax volunteers at the wing; ensures volunteers are properly trained and supervises their performance in completing Federal and State tax returns.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Manages Preventative Law Program. Establishes a Preventive Law Program to enhance Command effectiveness and readiness. Identifies emerging legal issues, shapes the discussion and provides overarching guidance before it impacts the Joint Base Charleston community. Publishes legal articles through community bulletins, written media, and select web pages. Orchestrates and conducts preventive law lectures and seminars for the Wing, Groups, Squadrons, and Flights. Hosts an annual Law Day in accordance with Public Law 87-20 and as directed by the Judge Advocate General to draw attention to the principles of justice and the practice of law.
Claims Manager. Establishes and maintains a Claims Program for tort claims, pro-government claims, and hospital recovery claims (Tricare) at Joint Base Charleston. Provides information and advice to filers on personnel claims (HHG) and forwards those claims to the Air Force Claims Service Center (AFCSC) for adjudication and possible payment.

Attorney appointments are subject to serve a one-year probationary period.
Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Members who have significant experience with South Carolina law. (Applicants holding degrees/advanced degrees in accounting/taxation not required, but preferred.)
Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Incumbent must be able to obtain and maintain a Secret security clearance.
Personal data, to which the incumbent has access, is controlled by the Privacy Act of 1974 and must be safeguarded appropriately.
The employee may be recalled to duty to support contingency or emergency operations.
May be required to travel to accomplish temporary duty assignments on commercial or military aircraft or motor vehicles. May be required to possess a current valid driver's license.
This position is in the Federal Excepted Service. This appointment does not confer Career-Conditional or Career Status in the Federal Competitive Service.
Recruitment and selection of incumbent for this position will be accomplished in accordance with AFI 51-107 Employment of Civilian Attorneys.
Duty locations may alternate between Joint Base Charleston, Naval Weapons Station and/or at geographically separated units to support Joint Base Charleston mission requirements.
Employee must have the ability to adapt to emerging technology and to deliver presentations in varied media to mass audiences.
This is a centrally managed position.
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.

SPECIALIZED EXPERIENCE:
In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of law, legal principles, ethics and Federal regulations relevant to the duties of the position and experience to provide timely and pertinent advice.
Knowledge of the government-wide and Defense Federal Acquisition Regulation (DFARs).
Skill and ability to recognize analyze and discern key legal points of a factual situation, plan and conduct thorough legal research with available resources.
Skill and ability to review and concisely & clearly convey legal issues, documents or decisions to personnel not in the legal profession.
Knowledge of safety and security regulations, practices, and procedures.
Ability to effectively communicate orally and in writing in both formal and informal settings and provide well-reasoned analyses and clear conclusions on complex issues with little advance preparation and ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
