Summary
Office of the General Counsel (OGC) is the legal department for CSOSA and Pretrial Services Agency (PSA), providing a full range of legal advisory and representational services to support CSOSAs mission, goals and objectives. This Office also provides advisory informational assistance to the United States Courts, United States Probation Officers and other Federal and state officials, all with respect to CSOSAs legal position on a wide range of criminal justice and administrative matters.

Duties
Serves as the FOIA/Privacy Act Officer, overseeing the Agency's FOIA and Privacy Act programs and providing expert guidance on complex requests, appeals, and policy matters. The incumbent conducts de novo reviews of FOIA/PA cases, adjudicates sensitive appeals, prepares Vaughn indices and legal analyses, and ensures compliance with statutory and regulatory requirements. The position develops and implements FOIA/PA policies, conducts Privacy Impact Assessments, evaluates privacy risks, and coordinates with OIT, DOJ, and other stakeholders on FOIA technology and the National FOIA Portal. The incumbent leads proactive disclosure initiatives, advises senior leadership on FOIA/PA issues, represents the Agency on interagency committees, and provides guidance to staff on handling PII, privacy risks, and FOIA/PA procedures.

This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
Qualifications
You may qualify at the GS-14 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service demonstrating the ability to administer a FOIA and Privacy Act program; evaluate and adjudicate complex requests and appeals; conduct de novo reviews; develop and implement FOIA/PA policies; assess privacy risks; and provide authoritative guidance on FOIA/PA requirements and compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.
