Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: To qualify for the DJ-04 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following: 1) managing complex, cross-functional projects, using methodologies like Agile, Lean, Integrated Project Teams (IPTs), or sprints, 2) developing, interpreting, and/or advising senior leadership on business transformation recommendations and outcomes, 3) establishing and managing outcome-driven metrics to measure success and improve efficiency, and 4) identifying, assessing, and integrating new and emerging technologies (e.g., AI, machine learning) into business processes to drive innovation and improve operations. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service (DJ-03 (GS-13). Applicants will be rated on their written description of the following necessary knowledge, skills, and abilities (KSAs) required to perform successfully in the position. Please be specific and concise (no more than a total of 2 pages) in describing your demonstrated experience, focusing on your impact, with the following: Leadership - Demonstrated experience leading large-scale organizational or business transformation initiatives, particularly in research or technology-driven sectors. Teaming - Experience in building coalitions and leading diverse, cross-functional teams, with the ability to navigate and influence multiple stakeholders across large organizations. Change Management - Strong understanding of change management principles, with the ability to guide teams and individuals through significant organizational change, fostering a culture of continuous improvement, adaptability, innovation, and agility in fast-paced environments. Strategic Problem Solving - Ability to think strategically and implement innovative business mechanisms that address operational barriers and increase efficiency. Communication - Exceptional verbal and written communication skills, with the ability to convey complex concepts clearly and persuasively to diverse audiences. Education Some federal jobs allow you to substitute your education for the required.
