Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain the Associate in Value Management (AVM) qualification within two years.
- Must obtain and maintain a delegated legal authority (warrant) per USACE Value Program policy and guidance.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing as a value engineering officer, exercises responsibility for guidance, direction, execution, and ongoing evaluation of the value engineering programs; using experience to evaluate complex and diverse engineering activities through application of value engineering techniques that enhance project function and reduce life-cycle project costs; performing special assessments; and leading teams of engineers, architects, and others in the performance of value engineering studies to develop cost models. Provides training, mentoring, guidance, and support on Value Program policy and guidance to District staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
