Program Analyst (Value Engineering)

Specialized Experience: One year of specialized experience which includes performing as a value engineering officer, exercises responsibility for guidance, direction, execution, and ongoing evaluation of the value engineering programs; using experience to evaluate complex and diverse engineering activities through application of value engineering techniques that enhance project function and reduce life-cycle project costs; performing special assessments; and leading teams of engineers, architects, and others in the performance of value engineering studies to develop cost models. Provides training, mentoring, guidance, and support on Value Program policy and guidance to District staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
