The Office of Clean Energy Demonstrations (OCED) was established in December 2021 as part of the Bipartisan Infrastructure Law to accelerate clean energy technologies from the lab to market and fill a critical innovation gap on the path to achieving our nation's climate goals of net zero emissions by 2050. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule. Pay will vary by geographic location. The vacancies filled through these appointments have varying levels of background investigative requirements, up to a Top Secret DOE "Q" clearance. These positions are to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority. Positions may be covered by a bargaining unit. Bargaining unit will vary by departmental element, grade, and/or location. Qualifications BASIC REQUIREMENT: You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below. SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Applying environmental standards, methods, and practices to assure implementation of the National Environmental Policy Act (NEPA);AND Working collaboratively with internal and external customers to provide guidance and make recommendations to environmental problems;AND Analyzing and interpreting environmental data, laws, and regulatory requirements and assessing the impact of these requirements to ensure organization's activities and operations remain in compliance. NOTE: There is no substitution of education for specialized experience at the GS-12 level. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Applying environmental concepts, theories, practices, and techniques related to environmental compliance and evaluation and investigative techniques;AND Preparing and conducting briefings to include organizing information and writing succinctly and clearly;AND Evaluating requirements to ensure compliance with environmental, safety, and health regulations. NOTE: There is no substitution of education for specialized experience at the GS-13 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education All grades for the 0401 series have a positive education requirement that must be met. Basic Education Requirement Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. This vacancy has a positive education requirement.
