Summary This position is in the Planning, Programming, and Environmental Branch, Federal Lands Highway Division, Federal Highway Administration. The Division administers the Federal Lands Highway program within designated areas. The position is the primary point of contact and authority on one or more programs (e.g., Federal Lands Transportation Program, Federal Lands Access Program, Defense Access Program).  Learn more about this agency Duties As Program Manager, you will: Be responsible for working closely with top level officials of client and cooperative agencies and with the internal staff of the Federal Lands Highway Office in Headquarters, WFLHD/CFLHD, and other FHWA and FLH Division Offices. This encompasses a broad range of technical, administrative, and fiscal activities that requires general knowledge and understanding of highway engineering, administrative, and fiscal practices. Work with partner agencies to define, program, and fund WFLHD/CFLHD projects. Partners include State Departments of Transportation and their Regions, U.S. Forest Service, National Park Service, Fish and Wildlife Service, U.S. Army Corps of Engineers, Bureau of Land Management, Bureau of Reclamation, Counties, Highway Districts, Boroughs, and other Local Governments. Coordinate the development of annual and multi-year (5-year plan) program of projects; working closely with planners to evaluate the proposed projects consistent with the criteria set forth in 23 U.S.C. 204 and other applicable regulations. As part of this process, you will cooperate with various Federal Land Management agencies and state and local government representatives in the five-state area. Oversee the coordination of program and budgetary matters with FHWA Headquarters and other FLH Division offices. You will also be responsible for tracking and managing fund allocations for planning, preliminary engineering, right-of-way and utility activities, agreements, construction engineering, and contract construction activities. This includes coordinating the transfer of funds to/from other agencies for project related activities. GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience establishing and maintaining working relationships with partners and project stakeholders (e.g. Government agencies, private firms, state/local/city government agencies, etc.) to effectively lead the programming of road and/or bridge projects. AND  Experience managing the funding and development of transportation improvement projects to meet partner and agency requirements. This includes the ability to analyze, input and make decisions on questions related to managing the project scope, schedule, and budget in accordance with applicable laws, policies, and regulations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.  Organizational Awareness- Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience.
