Summary
This position is located at the Kentucky Consular Center (KCC), Office of Domestic Operations, Visa Directorate, Bureau of Consular Affairs (CA/VO/DO) in Williamsburg, Kentucky. KCC activities improve the efficiency of overseas visa operations while strengthening U.S. visa and border security.

Duties
Plans and conducts studies of program processes and systems to evaluate efficiency and effectiveness of operations for the Diversity Visa (DV) Program.
Utilizes statistical and targeted data analysis methods to develop and provide data driven reports and recommendations to management on specific, actionable changes to established methods, practices, new tools, and technologies.
Provides authoritative guidance; advising management on issues related to visa adjudication and processing, system interactions, process stages, fail-point identification, and fraud prevention capabilities.
Conducts ongoing monitoring and review of program operations to ensure that production targets and quality standards are consistently being met by the unit.
Serves as a Government Technical Monitor with responsibility for monitoring and overseeing technical performance and work performed on assigned contracts administered by the center.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing data analysis, visualization, automation, and process management tools to design structured queries, generate original reports, and provide data driven recommendations.
Experience with development, examination, investigation, adjudication, or authorization in relation to visa and/or immigration laws of the United States.
Experience applying statistical sampling methodologies to monitor contractor performance.
There is no substitute of education for specialized experience for the GS-13 position.
