Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD.

Duties
Alerts the supervisor and Command leadership to any technical issues that adversely affect records retention routines and recommends alternative means of capturing RM content until such issues are resolved.
Reviews and assesses proposed strategies and plans for meeting RM requirements
Verifies documentation associated with the employee life cycle, including training (as noted above) and confirming turnover of all information assets by departing employees and contractors is performed on schedule.
Throughout the life cycle of these efforts, participates actively in multi-disciplinary working groups ensuring RM-related issues are appropriately and effectively integrated.
Performs comprehensive analyses of current RM strategies and processes and makes recommendations for refinement
Establishes and employs automated tools to facilitate scheduling of such training at required intervals, and to track and report achievement of training requirements.
Maintains broad, up-to-date working knowledge of the primary functions of the Command Secretariat, which enables the incumbent to provide essential support for these functions during surge workload periods.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
Three year trial/probationary period may be required.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by recommending resolutions to leadership on technical issues that impact record retention; conducting internal audits to resolve deficiencies within an organization's record management operations; providing formal briefs or trainings to staff members on record management procedures.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires a 3 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.

Must be able to obtain and maintain a Top Secret SCI security clearance and must complete a counterintelligence scope polygraph exam.
The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
