Summary The Senior Advisor, Integration (Program/Budget) is responsible for providing in-depth analysis, expert interpretation, and actionable recommendations on the most complex, sensitive, and emergent issues related to the Department's Program and Budget. The incumbent's core function is evaluation of solutions to complex issues related to fiscal law, budget policy, and program execution that require an exceptional degree of specialized knowledge and analytical prowess. Learn more about this agency Duties The Senior Advisor, Integration (Program/Budget) (P/B) fulfills an expansive role that includes coordinating the efforts of the staff, senior management, and technical budget personnel to produce and justify an integrated budget plan for the Department. The incumbent serves as the organization's lead technical expert in analyzing and resolving the most critical and complex problems in developing the Department's Budget Overview and top-line assessment. Major duties and responsibilities include, but are not limited to: Advises on the development and refinement of Department of War (DoW)-wide budgetary policies and procedures; Conducts deep-dive studies and analyses of proposed legislation, new regulations, and emerging financial management challenges, providing expert guidance on their potential impact and recommending strategic responses for the Department. Leads special, ad-hoc task forces and analytical teams commissioned by the Director, Revolving Funds and Integration or Deputy Comptroller (P/B) to address urgent, high-priority, or politically sensitive financial matters. These assignments are typically of such breadth and undefined scope that they require keen discernment and the ability to synthesize disparate information into a cohesive, actionable product. Acts as a confidential advisor and subject matter expert during engagements with Office of Management and Budget, Congressional staff, and other senior stakeholders on intricate and contentious financial issues; Provides senior-level review and critique of the most sensitive ancillary materials, ensuring they can withstand the highest levels of scrutiny. Provides expert guidance and mentorship to other analysts in the directorate on advanced budget analysis, fiscal law interpretation, and the effective communication of complex financial data, thereby elevating the organization's overall technical capacity; Monitors, analyzes, and evaluates changes in legislation, policies, and regulations to assess impact on DoW. Requirements Conditions of employment You must be a U.S. citizen to qualify for this position. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated experience in developing and implementing budgetary policies, strategies, and guidance, as well as overseeing the preparation of high-level budget materials, including the President's Budget rollout and congressional submissions. TQ 2: Demonstrated ability to lead and oversee the integration of program, budget, and execution data, utilizing data visualization tools and innovative solutions to drive organizational performance. Time in grade is not required for Senior Level (SL) position. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
