Summary
This position is in Office of the Managing Director (OMD), Administrative Operations (AO), Federal Communications Commission (FCC) located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.
THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.
Duties
Serve as project manager for administrative program development initiatives. Manages daily project tasks which include, but are not limited to coordination between contractor, Bureau/Office, and AO staff to ensuring project remains on schedule and within budget, directs/approves system developments, testing, documentation, training and implementation.
Lead and oversee complex large-scale, multi-site federal programs from initiation through completion, ensuring alignment with agency goals, regulatory guidance, and performance metrics.
Monitor work in progress, and evaluates the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives. Updates plans and recommends business process changes in response to evolving circumstances, resources, objectives, and ensures deadlines and priorities are met.
Direct end-to-end planning and execution of federal facilities consolidation, relocation, renovation, and decommissioning initiatives, including; demolition, utility rerouting, and space optimization in leased and owned agency locations and makes recommends and implements new procedures or guidelines where existing policies are inadequate or nonexistent.
Perform site assessments, evaluating infrastructure conditions, and determining viability and requirements for continued operations and leads the development of Program of Requirements (POR), design-intent documentation, blocking and stacking plans, logistics strategies, and construction drawing (CD) reviews.
Use Clarizen, AtTask, AutoCad, Cadapult, and/or the CAD, productivity and/or graphics systems for planning, specification, acquisition, or contractor management to support space planning/design, and agency management and reporting requirements.
Oversee coordination of design, construction, occupancy, and commissioning activities in partnership with agencies, contractors, and GSA.
Manage FCC construction projects and relocation and/or consolidation of agency space and develops, reviews and interprets design drawings specifications and best practices for core construction during construction lifecycle.
Develop and execute comprehensive acquisition packages, including Market Research Reports, Acquisition Strategy Documents, Performance Work Statements (PWS/SOW), IGCEs, QASPs, and evaluation criteria to support project procurement needs in compliance with of the FCC Acquisition Manual and the FCC COR Manual and analyzes annual contract costs and develops contract status report in support of budgetary justifications.
Manage acquisition planning and execution for large relocation (over 400,000 sq feet) projects, new build and facilities programs and developing many acquisition packages to ensure adherence to project schedules and completion.
Review and evaluate performance-based acquisition strategies, contract oversight, and vendor performance management to ensure compliance of Federal and FCC standards, policies and procedures.
Design and implement change management strategies to support organizational transitions, process updates, and resource realignment by conducting policy reviews, business process analysis, and improvement planning using data-driven, team-focused methodology (ex. Lean Six Sigma).
Provides authoritative advice, guidance, and assistance on policy matters to high-level management officials on facilities management issues and acts as a focal point for implementing actions required to improve AO operations.

Specialized Experience
GS-14
IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-13 GRADE LEVEL IN THE FEDERAL SERVICE. SPECIALIZED EXPERIENCE IS DEFINED AS EXPERIENCE:
1. Experience with project planning and execution, business case development, acquisition management, change management, and process improvement using data-driven, team-focused methodology (ex. Lean Six Sigma).
2. Experience planning and managing construction projects and relocation and/or consolidation of space.
3. Experience using various productivity or graphics systems ( Clarizen, AtTask, AutoCad, Cadapult, and/or the CAD) for planning, specification, acquisition, or contractor management.
4. Experience providing advice, guidance, and assistance to staff on facilities management issues.
GS-15
IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-14 GRADE LEVEL IN THE FEDERAL SERVICE. SPECIALIZED EXPERIENCE IS DEFINED AS EXPERIENCE:
1. Experience with project planning and execution, business case development, acquisition management, change management, and process improvement using data-driven, team-focused methodology (ex. Lean Six Sigma).
2. Experience planning and managing of construction projects and relocation and/or consolidation of space.
3. Experience using various productivity or graphics systems ( Clarizen, AtTask, AutoCad, Cadapult, and/or the CAD) for planning, specification, acquisition, or contractor management.
4. Experience providing advice, guidance, and advice on policy matters to management officials on on facilities management issues.
5. Experience Formulating, developing and implementing programs, projects and/or policies related to space and facilities management.
