This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Army Contracting Command provides global contracting support to a diverse customer base in support of the Joint Warfighter Learn more about this agency Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position accordingly. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational or Contracting Professional Certification within 36 months of entrance on duty. Must file a Financial Disclosure Report OGE-450 upon entry and annually thereafter. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for Purchasing Agent: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience at the GS-07: One year of specialized experience which includes: 1) Assisting in screening purchasing requests; 2) Assisting in monitoring costs for services/products; AND 3) Researching contracting procedures to include pre-award/post awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience at the GS-08: One year of specialized experience which includes: 1) Evaluating purchase requests; 2) Monitoring costs for services/products; AND 3) Researching contracting procedures to include pre-award/post awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience at the GS-09: One year of specialized experience which includes: 1) Determining the appropriate method of purchase; 2) Monitoring contractor performance; AND 3) Preparing negotiations for contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Specialized Experience at the GS-10: One year of specialized experience which includes:1) Selecting the method of solicitation including the appropriate clauses and provisions; 2) Preparing negotiations for contract modifications; 3) Monitoring contractor performance; AND 4) Preparing awardee recommendations to send to the Contracting Officer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) 14 - Contacting Career Field position. You may claim military spouse preference (MSP). If a MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. May require overtime work. Noncompetitive promotion potential to target grade. Management may select at any grade level announced. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis. All selections under an announcement must be made within 3 months from the issuance date of the certificate referral list. Student Loan Repayment Program (SLRP) will not be authorized.
