The primary purpose of this position is to oversee the implementation of the Dept of Defense and Air Force Information, Personnel, Industrial, and OPSEC programs in support of the 66 ABG and tenant/supported organizations outlined by Host-Tenant and Functional Support Agreements. Serves as Senior Installation Information Protection advisor to the Air Base Group Commander.

Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Manages, oversees, and directs the implementation and compliance of Department of Defense Information Protection policies, procedures and programs required for the safeguarding of national security and controlled unclassified information.
Provides senior level Industrial Security oversight for DoD contractor operations.
Serves as the installation senior civilian on the application of Information Protection security requirements.
Conducts senior management oversight of the installation commander's Information Protection self-inspection and inspection programs.

The employee may be required to work other than normal duty hours, which may include evenings and/or weekends and may be required to work alternate shifts from normal duty hours requiring overtime or comp time.

This position may require travel away from the normal duty station on military or commercial aircraft in support of official business.
The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
Dept of Defense (Security Fundamentals Professional Certification and Security Programs Integration Professional Certification) are required within 2 years of the employee's initial entrance date to this position IAW with DOD 3305.13-M.
This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in security administration for Information, Industrial, Personnel, Operations, Physical Security, SAP, and SCI, including 32CFR Part 117 (NISPOM) compliance for Cleared Facilities. Experience also includes directing DoD Information Protection policies to safeguard national security and CUI while providing senior-level Industrial Security oversight. Experience in supervisory personnel management for at least 25% of the time, including planning and directing functions through subordinate supervisors. Experience also includes serving as an installation senior civilian for Information Protection inspection and self-inspection programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of policies, procedures, concepts, principles, systems, and methodology for security administration of multiple occupational disciplines and functions, such as Information, Industrial, Personnel, Operations, Physical Security. Includes 32CFR Part 117 NISPOM in relation to Cleared Facilities (FFRDCs).
Expert knowledge of agency management and organizational policies, principles and practices used in conjunction with security program management and administration.
In-depth knowledge of policies, procedures, concepts, principles, systems, and methodology for security administration and management of Special Access Program and Sensitive Compartmented Information.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
