Job Description
Summary
As a Legal Instruments Examiner in the Packers and Stockyards Division, you are responsible for independently reviewing and analyzing legal and financial instruments and supporting documents to determine whether a requested action complies with specific provisions of the Packers and Stockyards Act and regulations.

Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Receives new and proposed livestock market tariffs.
Prepares letters transmitting stockyard jurisdictional questionnaires to the owners or operators of newly constructed or non-posted stockyards, requesting full disclosure of operations and facilities.
Reviews, records, and maintains records of applications of registration, inquiry forms, bonds, trust fund agreements, letters of credit, and corresponding trust agreements.
Prepares letters of acknowledgment, notifications, annual report forms, written guidance, and other official communication sent to surety companies, banks, and state agencies.

You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-6 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Recognizing and resolving documentation inconsistencies and discrepancies in legal and financial documents submitted for review and make determinations regarding conflicts.
Using Microsoft Office software to create letters of acceptance, correction notifications, written guidance, and other official communication.
Applies standard operating office procedures in reviewing submissions to ensure compliance
Note: There is no education substitution for this grade level.
FOR THE GS-7 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-6 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Performing detailed final audits and assembly of files of persons and firms subject to Federal Acts to ascertain whether there has been full compliance.
Using office productivity software to create letters of acknowledgment, notifications, annual report forms, written guidance, and other official communication.
Applying regulatory knowledge of various Federal Acts in reviewing submissions to ensure compliance with appropriate guidance and codified regulations.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
