Duties
You will serves as the Cybersecurity Director and is a principal advisor and recognized authority on Information Security (INFOSEC) for major Program Executive Office (PEO) and/or Program Acquisition Executive (PAE) portfolios.
You will provide technical and administrative leadership to shape the cybersecurity posture of national-level Navy platforms and systems.
You will lead the development of authoritative standard processes and procedures for the assigned portfolios, often establishing new concepts and approaches where precedents do not exist.
You will direct the planning, coordination, and execution of broad and complex cybersecurity processes for the assigned PEO/PAE.
You will apply mastery of advanced IT security concepts, standards, and architectures to provide expert technical advice on critical, previously unsolvable cybersecurity issues.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the development of authoritative standard processes and procedures; Directing the planning, coordination and execution of broad and complex cybersecurity processes; AND Providing technical and administrative leadership to shape the cybersecurity posture of national-level Navy platforms and systems.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
In accordance with NAVWAR Echelon II compensation model, this position has been classified as a DP-04 Control Point position with a salary cap to the GS-14 Step 10 equivalent.
This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
This position is covered by the Department of Defense Priority Placement Program.
This is a Cyberspace Workforce position, work role code 632 - SYSTEMS DEVELOPER, proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Several vacancies may be filled.
