Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Electronics Technician specializing in electronic and electrical systems and components at a large area office with support also provided to other field sites throughout the Detroit District. Learn more about this agency Duties Install, repair, test, troubleshoot, maintain, and overhaul, a variety of complex electronic equipment. Utilizes data systems consisting of navigation locks, dams, and hydroelectric power plant operating equipment, Supervisory Control and Data Acquisition (SCADA) and Programmable Logic Controller (PLC) systems and components. Conducts inspections and evaluations as required in order to ascertain individual organizations’ compliance with the applicable DOD, DA, local command policy and regulations. Determine methods and techniques required to accomplish tasks and solve moderately complex electronic circuitry problems. Improvise changes in techniques and procedures to reach specified parameters when aging of components or modification have changed operating conditions. Provide input regarding equipment selection, installation, scheduling, testing, and modifications to insure compatibility with existing equipment and systems operational requirements. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A pre-employment physical is required due to the physical and working conditions of the position. This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Conditions of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program". In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). This position is designated Tier 5, Critical-Sensitive (CS)/High Risk and requires the incumbent to obtain and maintain a Top-Secret Security Clearance Level as a condition of employment. Specialized Experience: One year of specialized experience equivalent to the GS-06 level which includes utilizing electronic theories and the ability to apply the theories with guidance from higher graded technicians and or supervisors, skills of creating and modifying control system code, operating, troubleshooting, repairing electronic systems and components, and electronic security systems. Assisting in determining methods and techniques required to accomplish tasks and solving complex electronic issues. Education This job does not have an education qualification requirement. Additional information This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Programming accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
