Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Issues solicitations, evaluating proposals, contract negotiations, execution, and administration for complex and technical services and special assigned programs, in support of the US Army Special Operations Command (USASOC) mission.
Serve as a Senior Contracting Officer responsible for the full range of pre-award and post-award contract functions
Compiles contracts involving social/economic considerations, development costs for minority/disadvantaged contractors, terms and prices, difficult to define scopes of work, legal conditions, and rigid deadlines causing additional complications.
Develops systems for evaluating and monitoring performance of contractors.
Provides guidance to team members regarding all contract functions.
Performs detailed analysis of bids received, ensuring strict compliance with specifications on advertised procurements and recommending award to the lowest responsible, responsive bidder.
Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.

Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
Drug Testing. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award and post-award functions; AND 2) Developing systems for evaluating or monitoring performance of contractors; AND 3) Implementing contractual guidance for the procurement process; 4) Ensure appropriate funding and required waivers, certifications, approvals, or compliances have been obtained for purchase requests; AND 5) Negotiating proposals or executing modifications. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
Direct Deposit of Pay is required.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position
Selectees must meet the position requirements for Contracting Professional Certification within 36 months of entrance on duty. This position requires certification per Federal Acquisition Regulations and its supplements necessary to obtain a Contracting Officer Warrant.
