Summary
This position is located with Bonneville Power Administration, in Environmental Compliance Fish and Wildlife (ECF), OR Environmental Compliance Transmission (ECT), Environmental Planning & Analysis organization (EC), Environment, Fish & Wildlife (E).
A successful candidate in the Environmental Protection Specialist position will serve as a technical Environmental Protection Specialist responsible for ensuring timely preparation and the accuracy, and consistency of environmental analyses.
Duties
As an Environmental Protection Specialist, you will:
Serve as a technical Environmental Protection Specialist responsible for ensuring timely preparation and the adequacy, accuracy, and consistency of environmental analyses and related decision documents.
Serve as Project Manager responsible for the overall management, control, coordination, and execution of new policies and procedures and program administration.
Provide specialized Environmental Protection technical services and serves as a technical coordinator and/or team member for diverse high level inter and intra organization work teams.
Provide technical advice on environmental policies, statues, laws, standards, directives, and regulations.
Ensure consistency with various laws, regulations, Executive Orders and guidelines related to the protection of natural, environmental, cultural, and social resources.
Represent BPA to agencies, governments, the general public and other external entities on critical environmental or related projects and issues.

Conditions of Employment:
This position requires a valid driver's license as a condition of employment.
May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.
After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards.
A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service.
Specialized experience for this position is defined as: 1) applying analytical knowledge of established National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and other federal environmental regulations; and 2) reviewing or monitoring projects to ensure consistency with NEPA, ESA and other related federal environmental regulations.
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.
Specialized experience for this position is defined as: 1) preparing documents in accordance with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA) and other environmental regulations (e.g., environmental assessments, categorical exclusions, environmental impact statements, biological assessments, etc.); 2) managing environmental compliance processes and projects; and 3) producing and/or reviewing reports that are needed to support environmental compliance processes and projects.
There is no substitution of education for experience at the GS-12 level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualifications and eligibility requirements by the closing date of this announcement.
Education
