Duties
HUD's Mission

This position is located in the Office of General Counsel (OGC), Departmental Enforcement Center (DEC), Operations Division. OGC is the chief legal office of the Department, the principal legal adviser to the Secretary and staff of HUD, and the head of the Departmental Enforcement Center. OGC provides legal opinions, advice, and services with respect to all Departmental programs and activities, and assists in the development of HUD programs and policies. OGC also provides functional legal counsel on defensive and affirmative litigation and the development of legislation and regulations. The DEC is an office within the HUD that ensures that federally funded/insured program funds are operated according to program guidelines/regulations and are implemented in the most efficient and effective manner possible by conducting internal/external reviews, taking suspension and debarment actions, and pursuing civil money penalties or double damages where there have been program violations.
As a Supervisory Operations Research Analyst (Data Scientist), you will:
-Serve as a senior Operations Research Analyst and technical advisor to Departmental Enforcement Center (DEC) leadership in leading and coordinating the efforts of DEC Senior Leaders and Satellite Office managers in solving complex and far reaching analytical and data management issues and problems, the development of queries, reports, models, and prototype applications.
-Provide expert advice on component projects, such as Snapshot reports or asset management referrals, which incorporate sophisticated analytic methods.
-Provide leadership and technical advice in the development and analysis of pilot initiatives and applications and make recommendations to management on the use of such technology as it relates to HUD data.
-Serve as a leader to DEC staff on implementing, managing, tracking, and evaluating large scale and extremely complex data analysis projects and their associated requirements and risks.
-Be responsible for and will take the necessary actions to ensure the implementation, monitoring, and on-going operation of all of DEC information and processing systems, both automated and manual, and ensures the timeliness and accuracy of all data within that system.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Washington D.C. is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia. Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.
Key Requirements:
Must be U.S. Citizen or U.S. National.
A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
A one year supervisory or managerial probationary period may be required.
Must successfully complete a background investigation.
Public Trust - Background Investigation will be required.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

This requirement is applicable for GS-1515-14 Supervisory Operations Research Analyst (Data Scientist) position(s).
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Using operations research techniques to collect relevant data; AND
- Analyzing data using statistical and mathematical techniques; AND
- Developing models, recommendations, and reports to solve problems with nationwide impact.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
Individual Occupational Requirements
Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
