Job Description
Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as representative of the Government in direct field charge of contract construction for projects assigned to the Everglades Agricultural Area Office, including multi-million-dollar flood control projects.

Duties
Review and recommend amendments or revisions of proposed contract plans and specifications to insure conformity with overall project requirements and local field conditions.
Inspect construction materials and all phases of work in progress.
Read and understand contract plans and specifications to enforce compliance with contractor's representatives.
Reject non-conforming safety, workmanship, and materials.
Inspect equipment operations, work premises, and practices for conformance with safety and environmental rules and regulations.
Recommend contract modifications to address unforeseen conditions, correct design deficiencies, or improve construction.
Prepare, review, and submit daily inspection and construction progress reports.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Approximately 25% TDY may be required to other duty locations.
Must hold valid state driver's license.
Position requires the incumbent to wear Personal Protective Equipment (PPE).
This is a Term position not to exceed 4 years. Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For GS-11: Specialized Experience: One year of specialized experience which includes reading and understanding plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; inspecting construction to assess quality control of Contractors; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; furnishing field information for construction progress and feeder information for other reports; experience with earthwork and concrete work such as: planning, scheduling and timing of long-range and day-to-day construction and phases thereof, such as preparation of site and foundations; erection of concrete forms; mixing, placing and curing of reinforced concrete; and installation of mechanical and electrical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Current, Permanent Army employees that are eligible and would like to be considered for a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 4 years will need to apply to Announcement # CERL-12962554-MP-R. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
Relocation/recruitment/student loan repayment incentive may be authorized.
Term Appointment NTE - Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term NTE 4 years appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
