The purpose of this position is to execute the operation support mission, serve as the organizational leader/supervisor/manager, provide planning, directing, organizing, and exercising control over employees assigned to the base.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is planning work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Develops strategic goals and objectives to execute the BOS and airfield management mission. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Participates in long-term planning for functions and activities that provide day-to-day support to the industrial production plant and develops procedures to meet future program needs.
Knowledge, Skills, and Abilities
Knowledge of complex and varied base operations support mission requirements for the Government-owned Contractor Operated industrial production plant as well as management/leadership/collaboration requirements to work in support of the Air Force Life Cycle Management Center Acquisition Environmental and Industrial Facilities Division's mission.
Knowledge of ground/industrial/aviation safety and physical security regulations, practices, and procedures in relation to the industrial production plant's protection.
Ability to plan, organize, and direct the industrial production plant's functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
Ability to analyze, plan, coordinate, and adjust work operations in support of the industrial production plant enterprise comprised of multiple mission partners, various organizational segments, defense contractors, federal, state, county and local city officials, union representatives and community groups to meet mission requirements and objectives within available resources.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate both orally and in writing, develop professional presentations for senior leadership as well as deliver/brief higher headquarters, distinguished visitors to include community groups, key customers and coordinating officials.
Desired Skills:
An advanced Degree(s) such as a Master's or Ph.D. is highly desired.
Previous experience at an installation, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.
