Summary This position is located in the Washington Headquarters Services (WHS), Financial Management Directorate, Reimbursable and Revolving Fund (Orders Management (FMDO)) Division. This division provides coordination and comprehensive oversight (end-to-end) of two revolving funds and all general fund orders accepted for the Office of the Secretary of War, WHS, and WHS supported organizations. Incumbents typical work assignments may include the following: Serves as a Lead Financial Management Analyst responsible for the integration and execution of budgetary resources of all WHS Managed Reimbursable Accounts. Develops and refines the methodology/techniques used to prepare and present the WHS managed funding programs, as well as budget and execution data, formats, and processes. Formulates and executes budgetary resources for various WHS managed fund resource projects. Provides extensive advice and guidance on financial policies, plans, concepts, and principles, as well as resource management issues. Develops, recommends, and implements budgetary and financial policies and procedures and develops financial and budgetary guidance for subordinate units within the organization. Responsible for funds control and financial reporting accountability for two revolving funds. Works in concert with customers, partners, service providers, and other stakeholders, within and outside of WHS and OSD, to manage reimbursable/revolving fund budgets/funds control, accept orders, monitor execution, revenue, collection, reporting and closeout of those orders. Examine and reconcile financial data and serve as a resource for compliance with financial management and contracting regulations pertaining to orders management. The incumbent must be able to obtain and maintain a Secret security clearance. The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. This position requires you to obtain and maintain the appropriate level of the Department of Defense Financial Management Certification Level III within two years from appointment into this position. Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-13). Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Identify solutions to financial and budgetary-related issues; Performing analytical assignments involving planning, analyzing, or evaluating the effectiveness of accounting systems and financial systems; Analyze the potential effects of financial and budgetary actions on the viability of major programs/operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
