Duties
You will serve as the Housing Program Manger and the primary subject-matter expert for all Family and Unaccompanied Housing and Furnishing matters.
You will plan, program, budget and execute requirements relative to funding for housing programs assigned to the Region.
You will provide oversight of housing referral listings.
You will provide information and guidance on real estate laws, community requirements, community planning, and local services and amenities.
You will act as the liaison to real estate agencies, landlords, community, schools, utilities, chambers of commerce, Management Advisory Group (MAG), and local government agencies.

You will manage the preparation, maintenance, and implementation of the budget and execution plans for the Region, its workforce availability, and priority work considerations.
You will plan, schedule, and coordinate the work among office specialists; resolves conflicts; interprets policy; and determines methodology in completing assignments.
You will review work in progress or upon completion; approving leave and timecards; reviewing and authorizing employee travel; completing annual performance reviews.
You will approve Individual Development Plans (IDPs) and inform leadership of anticipated vacancies, increases in workload or other circumstances impacting the operational tempo.
You will interview candidates, recommend appointments, promotions, or reassignment actions; evaluate employees’ performance and recommend approval of recognition, awards and bonuses; and recommend disciplinary action, if necessary.
You will hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to higher level management.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to obtain and maintain an interim and/or final (SECRET) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Occasional travel is required for various meetings and site visits.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, interpreting and implementing housing policy, program management oversight and administration of housing activities for a government-owned, leased, rented and/or Public Private Venture (PPV) Family, Unaccompanied and Transient Housing. Developing and establishing directives, implementing principle guidelines for housing management activities, developing and managing business practices, initiatives and programs for a region of housing offices. Developing and defending budgets; preparing, maintaining and implementing budget and execution plans for a housing business entity AND supervising, managing and directing housing management related work of subordinate personnel at multiple locations.
