The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment, to various emergency situations, such as structure fires, aircraft crashes, medical emergencies, hazardous materials spills, auto accidents, trench collapses, and confined space entrapment.
Duties
Provide emergency 911-call taking and communication services while serving as primary call taker for certified Public Safety Answering Point (PSAP) or Enhanced 911 system.
Determine the nature of the emergency by caller interrogation and prioritizes all incoming emergency and non-emergency calls.
Verify the location and call back number for a medical patient and determine the severity of the emergency situation using Emergency Medical Dispatch (EMD) checklists, in accordance with national standards.
Operate and maintain telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center for the base fire alarm system and the Enhanced 911 system.
Operate computer based Hazardous Materials databases to provide field units with accurate information during emergencies.

Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecormnunicator, Level II within 1 year of being hired
This position is subject to provisions of the DoD Priority Placement Program
This is a designated drug testing position. Incumbent may be subject to random testing for drug use
Incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays)
Shift work and emergency overtime may be required
Employee must maintain current certifications

Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.

Works in close harmony with supervisor, co-workers, and others during day-to-day routines and during emergencies.

Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties
Incumbent must be able to distinguish basic colors, and be able to hear (hearing aid permitted). Requires H-1 profile for entry; must maintain an H-2 profile each year
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in dispatching or scheduling emergency police, fire and medical services to the public; by answering emergency 911 calls; and responding with appropriate personnel and equipment which includes police, firefighting, hazardous materials, wild land firefighting, technical rescue and ambulance services.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of communications operations in order to effectively gather information and prepare reports and statistical data accurately and quickly.
2. Knowledge of basic computer operations to include word processing, retrieval, and input of data.
3. Knowledge of emergency response rules, procedures and operations to resolve a wide range of problems to include location and availability of emergency apparatus, and the type of equipment needed for an emergency.
4. Ability to read maps which reflect such systems as electrical, water, gas, central heating distribution, sanitary sewer, storm drainage, and pollution control.
5. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
6. Ability to work independently without immediate supervision.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL SIGNIGICANT FACTS PERTAINING TO THIS POSITION:
Incumbent must be able to obtain and maintain a current EMD (Emergency Medical Dispatcher) and CPR(Cardiopulmonary Resuscitation) certification, including initial and follow-on certification. Incumbent must participate in recurrent proficiency training, as directed.
This position is designated as a key position JAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
