Summary
The incumbent serves as the agency subject matter expert on ethics and Freedom of Information Act (FOIA) matters.

Duties
As an Attorney-Advisor (General), GS-0905-15, your typical work assignments may include the following:
Serve as the lead Unites States Representative (USTR). Freedom of Information Act (FOIA) Attorney.
Manage USTR's incoming FOIA requests, assigning the requests to pertinent affected employees.
Prepare FOIA materials and presents cases to the FOIA Appeals Committee and coordinates
with the Department of Justice/U.S. Attorney's Office on FOIA litigation involving USTR.
Provides legal guidance to USTR personnel on USTR's FOIA program
Provide expert advice and policy guidance related to administrative, ethics, personnel, budgetary, and appropriations issues affecting USTR.
Conduct day-to-day operation of USTR's ethics FOIA programs.

Qualifications
BASIC REQUIREMENTS: Applicants must meet the following criteria listed below in order to meet the basic requirement for an Attorney-Advisor, GS-905-15: Possess a Juris Doctorate (J.D.) from an accredited law school. Also, be in good standing with the bar in a state or territory of the United States or the District of Columbia, or commonwealth of Puerto Rico.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: Possess four (4) years of professional legal experience; one year must be equivalent to the GS-14 grade level that demonstrates the following:
1. Advising and counseling mid to senior-level leaders or clients on complex Freedom of Information Act (FOIA) administrative law, ethics, and litigation issues: AND
2. Drafting or reviewing legal memoranda, regulations, policies, and guidance and conducting investigations to obtain facts; AND
3. Training and briefing staff and leadership on ethics and other legal/administrative requirements.
Experience managing systems for compliance with ethics and Freedom of Information Act (FOIA) requirements and responding to litigation is desirable.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must possess a Juris Doctorate (J.D.) from an accredited law school.

Active Duty Military Members MAY apply under this announcement due to the Veterans Opportunity to Work (VOW) Act.
