Summary
This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Hampton Veterans Affairs Medical Center (HVAMC), under the Mental Health and Behavioral Sciences Service Line (MHBS). This position is aligned with the Primary Care-Mental Health Integration (PCMHI) Program and is located at the North Battlefield CBOC. This position will have supervisory responsibility for PCMHI.

Duties
Administrative (Supervisory) Responsibilities
Responsible for ensuring standardization of processes within each key clinical program.
Has full responsibility for the oversight of the practice of the psychologists, social workers, Licensed Professional Mental Health Counselors, registered nurses, and administrative support personnel in the PCMHI Program.
Responsibilities include ongoing evaluation of staffing needs and personnel assignments, periodic updating of position descriptions and functional statements, coordination of competency evaluations, completing performance appraisals, and professional and administrative supervision.
Responsible for strategic planning to ensure the provision of high-quality services to meet the needs of the Veterans being served in the clinical programs detailed below. In addition, the Program Manager has broad management responsibilities, including full administrative and operation responsibility for the following key clinical programs:
a. PCMHI Behavioral Health Lab Measurement Based Care
b. The National PCMHI Competency Training Program
c. PCMHI Self-Management Support Programming Self-management
d. PCMHI Research Development and Implementation
Clinical Responsibilities
Performs case finding functions and outreach, identifying and screening patients for psychosocial needs and develops treatment plans.
Coordinates community-based services, including information and referral for additional services from other VA programs, other government programs and community agency programs.
Identifies high-risk patients and provides crisis intervention services.
Has knowledge and experience in use of medical and mental health diagnoses, disabilities, treatment procedures, and develops patient education materials/modules.
Provides consultation services to other staff regarding the psychosocial needs of veterans and the impact of problems on health care.
Meets the needs of customers while supporting VA missions.
Other Significant Responsibilities
Has frequent personal contact with the public, clinical/administrative service/service line chiefs, medical center employees, and representatives of local and state organizations, Union officials, medical center top management Non-VHA Professional service providers, other medical centers, and high-level VISN and VA Headquarters program officials.
Serves on decision-making committees and task forces.
Represents the medical center and VISN 6 at professional, community events and committees.
Regularly reviews, revises, and writes service line policies.
Performs other related duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13
Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
