Summary The Programs Specialist (Jury) position is in the Administrative Office of the U.S. Courts, Department of Program Services, Court Services Office (CSO), Programs Division, Special Programs Branch. CSO's Programs Division provides support for federal court programs. This position is primarily responsible for supporting the federal judiciary's automated jury products and services. Learn more about this agency Duties The Court Services Office (CSO) seeks a self-motivated and experienced Programs Specialist (Jury) to join its Special Programs Branch. This position reports to the Special Programs Branch Chief. The Programs Division provides support for federal court programs, such as electronic public access, libraries, records management, bankruptcy noticing, court interpreting, court reporting, jury management, and the Central Violations Bureau. This Programs Specialist position assists in the development and deployment of automated jury products and services for use by district courts. Additionally, this position works closely with the Court Program Administrator and Attorney Advisor to ensure products and services are delivered in compliance with the Jury Selection and Service Act of 1968. The duties of this position include, but are not limited to: 1. Coordinating modification requests from district courts, researching and prioritizing such requests with the Jury Working Group, and collaborating with vendors to ensure business requirements are achieved. 2. Planning, executing, and supporting deployments of software updates, new technologies, and system enhancements across the jury management system and public juror portal. 3. Reviewing, developing, and maintaining program documentation, standard operating procedures, and implementation materials to support courts upgrading or adopting new components. 4. Analyzing program and court operations, including reviewing call logs, reports, surveys, and data dashboards, to identify trends, recurring issues, and areas for improvement. 5. Managing communications, including the Jury Teams Channel, supporting meetings and workshops, and facilitating collaboration among courts, vendors, and agency offices. 6. Overseeing contracts, monitoring vendor performance, and serving as the Contracting Officer Representative for ancillary jury contracts. 7. Developing and administering national jury initiatives such as the Jury Mentoring Program to promote best practices and knowledge sharing among courts. 8. Creating and maintaining standard operating procedures and assisting with streamlining processes to increase efficiency. 9. Supporting project management of a multi-million-dollar, multi-year initiative to design, develop, and implement a modernized jury management solution for the judiciary. 10. Conducting research on emerging jury management practices and technologies and recommending improvements to enhance juror experience, efficiency, and data quality. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience in overseeing the planning, execution, and administrative work required of an operational program. Highly Desired: Experience in the following is desired, but not required: Federal or state laws, regulations, and procedures related to jury selection and management; and Use of jury management software. Education This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in government, political science, criminal justice, or a related field is highly desired.
