This is a Financial Management Level 1 Certified position. The certification requirement must be met within a specified time of entering this position as a condition of continued employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. At the DJ-02 level, duties will be of a developmental nature involving routine and recurring tasks in the finance and budget operation and execution field. This developmental level will provide the training and experience necessary to perform the more complex tasks at the full performance level.
At the full performance DJ-03 level, work is performed in the Financial Management competency in the Business Domain which is characterized by advising and assisting managers in matters regarding budget and financial operation and controls, and the nexus of the aforementioned with manpower and force developmental analysis. May also encompass specialized areas such as: financial reporting and systems maintenance, development, and support.
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DJ-01 (GS-04 or higher) grade level, which includes:1) Utilize a variety of automation tools i.e. (Microsoft Excel, Microsoft Word, PowerPoint) to analyze data and prepare presentations of financial information; and2) Utilizing databases and automated financial systems to collect and analyze data and prepare financial reports; and3) Communicating effectively orally and in writing; and4) Applying knowledge of Financial Management laws, regulations, and policies.

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This announcement uses the DoD STRL Direct (Mission) Support direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
