Summary
This position is assigned to the Assistant Chief of Staff of Mental Health Service Line. The position provides short term, rehabilitation services to Veterans, family members, and groups of Veterans in the Domiciliary Residential Rehabilitation Treatment Programs (DRRTP). The position Leads a team comprised of Rehabilitation Technicians (RT) in providing inpatient frontline clinical services to Veterans in the VA SORCC Domiciliary Residential Rehabilitation Treatment Programs 24/7 setting.

Duties

Major duties and responsibilities include:
Functioning as an immediate front-line responder for direct care Rehabilitation Technicians, serving as a consumer advocate working with the individual Veterans to bring about a reconciliation of issues, and providing support for veterans and staff in Residential Rehabilitation Treatment Programs (RRTP).
Exercising judgment to identify Veteran treatment goals, support treatment plan, and obtain other pertinent clinical information.
Providing consultation to staff and leadership of the therapeutic community groups and resident committee.
Providing administrative and technical training to a team of up to 10 or more Rehabilitation Technicians who use patient-centered, holistic approaches in their delivery of 24/7 front-line care to 99 domiciliary inpatient Veterans.
Completing assignments based on comprehensive rehabilitation technician knowledge and recognition by others of demonstrated superior independent skill and proven sound judgment in working with Veterans with very complex mental illnesses and challenging situations that require effective communication and decision-making skills within 24/7 inpatient facility with limited afterhours support services.
Directing and supporting the Veteran in the implementation of treatment goals and provides input into the treatment and discharge plans.
Assisting Veterans who are diagnosed with mental illnesses or co-occurring disorders to achieve their personal recovery and wellness goals by promoting self-determination, personal responsibility, and the empowerment inherent in self-directed recovery and wellness.
Providing consultation to and leadership of the therapeutic community groups and resident committee.
Communicating with front line staff that all required documentation is entered into Computerized Patient Record System (CPRS) in a timely manner; monitoring that rehabilitation technician services are documented in the Veteran's plan; performing RTTP education and skills note reviews; and may serve as co-signer for Rehabilitation Technicians provider notes.
Providing new employee orientation to accelerate integration and productivity; providing training to Rehabilitation Technicians on systems, appropriate supervision, intervention and counseling techniques, new initiatives, ethics, privacy, etc.; coaching and motivating employees to advocate for the Veteran and provide comprehensive care.
Assisting Veterans in regaining independence within the community and mastery over their own recovery and wellness processes.
Observing individual Rehabilitation Technicians and team performance using various approaches such as quality reviews and in-person observations and reporting back to direct supervisors any need for additional training.
Performing other duties as assigned.
Work Schedule: Sunday - Tuesday; 5:30a.m. - 6:00p.m. & every other Wednesday 10:00a.m. - 6:30p.m. (PST)

Physical Requirements: Work requires regular and recurring periods of standing, sitting, walking, lifting, moving equipment and furniture and other items along with documentation and use of computers. Work will be normally performed inside the residential treatment environment at VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) but may involve visits to a variety of community settings. Veterans may present with active psychiatric problems, cognitive dysfunctions, mixed responses to evaluations, and various levels of participation. The employee may be subject to assaultive attack from assaultive Veterans.

Qualifications
IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-8 LEVEL YOU MUST MEET THE FOLLOWING REQUIREMENTS:
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

SPECIALIZED EXPERIENCE: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. To be creditable, this experience must have been equivalent to the GS-7 level in the Federal service. Specialized experience is experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists.
Additional specialized experience includes assisting professional personnel in operation of a rehabilitation treatment program for patients diagnosed with mental illnesses or co-occurring disorders; directing and supporting patients in the implementation of their treatment goals; resolving problems and providing guidance to others on rehabilitation services. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed one and one-half (1 1/2) years of graduate education or a master's degree in a field of study directly related to the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

COMBINATION OF EXPERIENCE AND EDUCATION: You must possess equivalent combinations of specialized experience and successfully completed graduate education as described above to meet the total experience requirements to qualify at the GS-8 level.
