Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Personnel, Manpower & Admin Directorate, J1.

Duties
Responsible for the entire operation of a fast-paced Command Protocol Office.
Provide advice on all matters pertaining to ceremonial forms, honors, courtesies, etiquette, and other protocol issues dealing with vising foreign dignitaries and a foreign military community.
Plan and provide specialized protocol advice and information on etiquette, customs of the military services, and foreign customs and social mores.
Coordinate, facilitate, and execute all protocol requirements and support for DV and high-ranking US and foreign visitors and visiting guests.
Prepare detailed itineraries, plans gifts, menus, meals, photographic, graphic, security access, parking support, and seating requirements.
Plan, coordinate, and execute protocol support for all formal military ceremonies, conferences, and all visits made by U.S. and foreign flag/general officer equivalents.
Responsible for designing and producing formal invitations, flyers, and programs to include coordinating for graphic and photographic supports.
Serve as a first line supervisor, performing duties to include directing workload, overseeing performance, and providing training.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be able to obtain and maintain a Top Secret (TS) security clearance based on a Tier 5 investigation/Single Scope Background Information (SSBI) with eligibility for sensitive compartmented information (SCI).
Requires temporary duty travel (TDY) up to 25% of the work schedule.
Two year trial/probationary period may be required.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising or assisting with advising on matters pertaining to protocol issues such as ceremonial forms, honors, courtesies, etiquette and/or customs of the military service; assisting with the preparation of site visitors such as creating itineraries, designing formal invites or programs, planning gifts, developing appropriate menus, obtaining security access, and/or arranging parking support; and providing direction, advisement, or leadership to subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
