Summary
About the Position: Incumbent will serve as a Personnel Security Specialist responsible for providing headquarters level oversight to the Defense Health Agency (DHA) Personnel Security program. This position is located in Falls Church, Virginia.
Salary negotiation may be available for those candidates who are new to Federal service.
Leave accrual negotiation may be available for those candidates who are new to Federal service.
Student Loan repayment may be authorized.

Duties
Initiate security clearance investigations for initial security clearances and upon receipt of the employees' investigation report.
Notify government personnel of the requirement for background investigation / periodic reinvestigations (PR).
Provide oversight for personnel security adjudication guidelines to minimize inappropriate decisions and ensure organizational readiness.
Assist in developing and implementing DHA security policies to ensure compliance with national security directives.
Represent the Defense Health Agency at high level DoD and other government working groups regarding security program policy input and collaboration.
Coordinate with security representatives in support of DHA employees to facilitate and ensure the access to classified information.
Identify and recommend solutions to resolve security readiness challenges in assigned programs.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
Security Professional Education Development (SPeD) Certification Program: This position requires the incumbent to obtain the Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence or as mandated by the position supervisor or organization leadership.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing a range of personnel security duties (such as evaluating security clearances for personnel, initiating background investigations/periodic security clearance reviews, suitability adjudication, etc.); making suitability determinations for public trust positions and/or security determinations for national security positions(e.g., non-critical sensitive, critical-sensitive); AND utilizing automated security systems (such as Defense Information Security System (DISS), Personnel Investigations Processing System (PIPS),Central Verification System (CVS), Electronic Questionnaires for Investigations Processing (eQIP), electronic application (eAPP), etc.) to manage the end-to-end security process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
