Summary About the Position: This position is located in the Director for Healthcare Operations, Department of Managed Care Business Decision Support in Bethesda, MD. Hours of operation: Monday- Friday 0730 - 1600 This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Learn more about this agency Duties Conduct in-depth analysis of Military Healthcare System (MHS) programs. Solve complex issues by researching, analyzing, and creating corrective action plans using data (reports, charts, graphs, statistics). Identify and recommend improvements for Healthcare System processes. Monitor MHS for trends and gather/interpret data. Make recommendations to leadership on productivity, access, and quality. Conduct cost-benefit and cost-effectiveness analysis. Develop and implement metrics for program evaluation. Coordinate with department supervisors on administrative matters. Advise on re-budgeting needs due to staffing, new facilities, accreditation, etc. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire). Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coordinating with department supervisors on administrative matters; identifying discrepancies/concerns within healthcare system processes and recommending solutions; and developing/producing healthcare data reports using various software programs such as (M2, MHS GENESIS, HealtheAnalytics, Financial Management Information System (FMIS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education This job does not have an education qualification requirement. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
