Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position and may be filled at any grade level. This position provides non-competitive promotion potential to the full performance grade of GS-07 if all requirements are met. Duties Exercise exclusive law enforcement jurisdiction responsible for the, apprehension or detention of persons suspected or convicted of offenses against the criminal laws of the United States. Serve as a police patrol officer enforcing Federal criminal laws and the Uniform Code of Military Justice (UCMJ) involving persons and property. Protect government property, materials and facilities against trespass, theft, fire, damage and espionage. Detain or arrest suspected or guilty persons. Collect and protect evidence, witnesses, victims, etc. Arrest persons committing or suspected of committing crimes on the installation. Patrol assigned area by vehicle or on foot to preserve the peace, prevent crime, and protect lives and property. Requirements Conditions of employment This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter. This position has been designated Mission Essential. This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. This position requires shift work/rotating shifts to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis. This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training. Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. The duties of this position require the incumbent to possess a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position requires the incumbent to be proficient in the use of assigned firearms. Incumbent is required to maintain physical conditioning and pass an annual Physical Agility Test (PAT) as outlined in AR 190-56 within 30 days of employment and annually thereafter. This position requires the incumbent to wear a uniform and /or protective clothing and equipment. This position requires certification in the Individual Reliability Program (IRP) in accordance with AR 190-56. This position requires the incumbent to successfully complete the US Army Civilian Police Academy program within 12 months of hire/ or is a current employee and is considered grandfathered IAW AR 190-56/or have a current approved waiver from (OPMG). Incumbent must be able to successfully pass the National Incident Management System (NIMS) training requirements. Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position has a Temporary Duty (TDY) or business travel requirement of 10%. For GS-6: Specialized Experience: One year of specialized experience which includes: 1) Maintaining order and protecting life; 2) Responding to citizens in emergency/non-emergency situations; and 3) Protecting property against such hazards as fire, theft, damage, accident, or trespass.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. For GS-7: Specialized Experience: One year of specialized experience which includes: 1) Performing law enforcement investigation in accordance with established policies and procedures; 2) Collecting/preserving evidence for an investigation; and 3) Preparing statements concerning incidents such as accidents or law violations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Position may be filled as a Term appointment NTE 3 years. Term appointments may be extended beyond six (6) six years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. **NOTE - A current Army employee with personal competitive status accepts a time-limited appointment (such as term or temporary appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term or temporary appointment. **Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. **Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
