Summary
This full-time Licensed Professional Mental Health Counselor (Program Coordinator) located in the Mental Health Service Line Omaha Outpatient General Mental Health Clinic serves as both a coordinator of outpatient clinic functions, coordinator of the Behavioral Health Interdisciplinary Program (BHIP) team-based care and a mental health provider with expertise in the treatment of mental health disorders.

Duties
Duties include but are not limited to the following:
Works closely with discipline leads (psychiatry, psychology, LPMHC, nursing, MSAS) to ensure efficient and effective operation of the clinic.
Manages daily functioning of the clinic to ensure appropriate coverage of clinic services (e.g. coordinates and communicates time off).
Reviews and directs work flow. Establishes processes for service provision consistent with VHA mandates and current capabilities.
Monitors productivity and accesses. Resolves urgent access and response time issues.
Establishes clear procedures for post-discharge follow up from inpatient and coordination with other services.
Develops policies and procedures to manage clinic operations.
Coordinates care including serving as an advocate on behalf of the Veterans on BHIP teams to ensure delivery of comprehensive, seamless Mental Health Service.
Aligns MHC programs closely with the BHIP 2.0 model.
Supports and directs all MHC sites to ensure consistency across NWI.
Runs program level meetings to ensure communication and education regarding relevant issues.
Provides relevant reporting to service line chief regarding program functioning.
Has oversight of administrative and programmatic resources and deploys those resources in support of the program needs.
Oversees multiple outpatient general Mental Health Clinics across NWI.
Serves on the Mental Health Executive Committee and has significant input into Service Line Management.
May hold faculty appointment at affiliated university.
Provides services to veterans with mental health needs through the provision of evaluations and psychotherapy using the most appropriate evidence-based modalities (e.g. Cognitive Behavioral Therapy for Depression, Acceptance and Commitment Therapy for Depression)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Licensed Professional Mental Health Counselor (Program Manager), GS-13
Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
Ability to make judgments and decisions associated with program management.
Ability to monitor program outcomes using data driven quality assurance process.
Ability to develop productivity standards appropriate to each service provided.
Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
