Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Information System Group.
As a IT Product Manager, GS-2210-13, you will focus on execution of the product lifecycle using modern solutions for product delivery and leading cross-functional teams including designers and software engineers to deliver products and service in an iterative manner meeting mission and user needs.

Perform needs analyses to define opportunities for new or improved IT solutions.
Plan, develop, and execute IT projects transforming the way work is accomplished.
Lead Human-Centered Design/User Experience, product, and software development teams using iterative, value-oriented, user-centered, and data-informed methods.
Participate in organization-wide groups that help enhance the overall delivery of digital services.

There is a BASIC REQUIREMENT AND MINIMUM QUALIFICATION REQUIREMENT for this position. You must meet both requirements.
BASIC REQUIREMENT: You must have IT-related experience, at the GS-12 grade level in the federal government, demonstrating each of the four competencies listed:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Participate in Agile project management activities to improve IT processes through creative problem solving;
AND
2) Analyze information technology system requirements;
AND
3) Develop statements of work for information technology projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
