The primary purpose of this position is to serve as a Supervisory Congressional Liaison Specialist for the organization. The incumbent serves as the principal advisor to Senior leadership on all matters relating to legislative affairs in support of the PEO/Director associated with the organization.

Duties
Exercises supervisory personnel management responsibilities. Provides guidance to subordinates regarding policies, procedures, and directives of management.
Serves as a reference and monitoring point of contact for information on the status of bills, their legislative progress, proposed changes and chances of passage.
Leads the Commander's Action Division, F-35 Legislative Liaison (LL) Team, Public Affairs Office (PAO), and GAO/Audit, to support alignment of messaging across stakeholders.
Maintains a continuous liaison with other organizations: AFLCMC, AFMC, MAJCOMs, HQ USAF, USN, USMC, and other external program stakeholders.
Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels in response to special project directions, funding issues, policy changes, and the impact of these changes.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in directing organizational functions, supervising personnel, and leading high-visibility teams such as the Commander's Action Division and Legislative Liaison office. Experience also includes applying advanced management principles, budgeting processes, and analytical methods to evaluate resources and resolve complex strategic issues. Experience in engaging directly with high-level stakeholders, including Congress and the White House, to monitor legislative progress and champion F-35 Joint Strike Fighter interests. Experience also includes maintaining continuous liaison across military command structures, overseeing program protection and security, and synthesizing complex data into executive briefings to influence senior management decisions.

Ideal Candidate
Must have extensive knowledge working with Security Contracting and contracting actions, F35 Enterprise Wide internal and external operating knowledge, and Communication skills to directly support the PEO.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill to plan, organize, and direct the functions and staff of the organization. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. Develops resource (staffing and funding) guidance for subordinate activities and performs continuous appraisal of the utilization of organizational resources in accomplishing program objectives and goals.
Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop project standards covering complex program functions or missions of the organization. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels and determining accurate measurement techniques.
Mastery of advanced management and organizational policies, procedures, principles, concepts and theories, along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process. Expert knowledge of wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the AF, or in measuring and evaluating organizational accomplishments to include used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
Knowledge of program protection, system security, technology assessment and control, foreign military sales, information, industrial, and personnel security concepts, principles, and practices.
Ability to recognize and analyze complex analytical problems, conduct research, gather, assemble, and analyze facts, devise recommended solutions and summarize results of the entire process in briefings, papers, or reports suitable for appropriate audience use and or top management decision-making. Skill in negotiating effectively with management to accept and implement recommendations when they involve substantial resources, extensive changes in established procedures, or conflict with organizational desires. Preparing recommendations for senior management to change the way projects are carried out; in evaluating the content of new or modified procedures for projected impact upon programs and resources; and/or in translating basic rules of engagement into program goals, actions, and deliverables.
Ability to direct and engage in activities with Congress, Congressional Staffers, Secretary of the Air Force, Secretary of Defense and the White House. Skill to use, manipulate, and or synthesize various sources of information to evaluate data within the context of the objective to convey F-35 messaging and champion F-35 Joint Strike Fighter interests in the legislative process.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations. Ability to plan, organize work and direct team study work to meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
