Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Resources and Assessments Directorate, J8.

Duties
Responsible for implementing the Army's Financial Management Plan by interpreting policy and developing directives and procedures for the organization.
Perform joint reviews with Program Managers and Defense Finance and Accounting Service (DFAS) Disbursing Accounting Offices (DAO) and ensures corrective actions are implemented.
Advise managers of significant deviations and corrective actions on accounting/financial discrepancies to ensure program compliance.
Utilize a variety of Financial Management Automated Systems to track, monitor, and report on allocation and disbursement of funds.
Review unliquidated obligations, unmatched disbursements, and reimbursable orders for propriety and cause.
Participate in briefings or meetings to provide accounting advice and assistance.
Distribute work assignments, establish work workload priorities, conduct training, and ensure deadlines are met.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be able to obtain and maintain a Top Secret (TS) security clearance based on a Tier 5 investigation/Single Scope Background Information (SSBI) with eligibility for sensitive compartmented information (SCI).
Requires temporary duty travel (TDY) to national and international conferences, meetings, and forums 25% of the work schedule.
Must complete a nondisclosure agreement.
During emergency situations will be required to perform "Mission Essential" duties as described in the Joint Interagency Task Force (JIATF) South Continuity of Operations Plan.
This position may require overtime and weekend work at Command’s discretion

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Accountant (Staff):
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. OR
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. **Note: (You must attach a copy of your transcripts.)
In addition to meeting the Basic Requirement above, to qualify for this position you must also meet the minimum qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing professional accounting operation services; providing advice and/or direction to subordinates or management on topics such as workload prioritization, accounting regulatory requirements, or required corrective actions; and administering the operation of an automated financial system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
