About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in Falls Church, Virginia and/or San Antonio, Texas.
Salary negotiation may be available for those candidates who are new to Federal service.

Duties
Review, analyze, and interpret financial management policy and provides guidance to staff elements, to include revising and publishing Financial Management directives and procedures.
Identify and report trends in the accounting system.
Assist in creating and conducting training for the Financial Operations Directorate.
Investigate a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions.
Conduct programmatic studies to ensure procedural compliance with resource management principles.
Interpret regulations and directives promulgated by higher authority and use this information to establish, prepare, and disseminate policy and guidance to customers.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
This is a Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes interpreting financial policies and procedures, assisting in the reconciliation of accounting data, and advising on resource management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be required to provide proof of U.S. Citizenship.
Direct Deposit of Pay is required.
One year probationary period may be required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
Salary includes applicable locality pay or Local Market Supplement.
