Budget Analyst

Summary This position is located with Bonneville Power Administration, in the Transmission Field Services (TF) organization of Transmission Services (T). A successful candidate in the Budget Analyst position is to perform developmental work assignments performing analytical, technical, and administrative work to support Transmission Field Services budget process. Learn more about this agency Duties As a Budget Analyst, you will: Formulates the Transmission Field Services operating year budget including requirements for all resources such as personnel, equipment, training, materials, travel, etc. Monitors and analyzes the current year progress of incurred obligations and expended FTE in order to evaluate the progress of assigned Capital and Expense programs. Prepares and/or develops budgetary reports used for cost center budgeting and tracking, and work plan development. Is responsible for all reimbursable billing activity in the Region. Assists in studies of manpower utilization, staffing requirements, and productivity measures to determine workload distribution and assessment. Maintains oversight for ensuring that all invoices are processed in a timely manner, including acting as certifying official for TF contracts. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: GS-9: Specialized experience is defined as: 1) performing budget or accounting activities in accordance with established policies and procedures, 2) entering, analyzing, and reporting on budget and/or financial activities, 3) using financial systems to query and capture data. You may substitute education for specialized experience as follows: - Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. - Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-11: Specialized experience is defined as: 1) utilizing PeopleSoft or similar financial systems under the guidance of senior analysts to manage multi- and single-year budgets; 2) developing instructions for information systems used to track and expedite budgets; and 3) collaborating with coworkers and leadership to identify and resolve budget issues. You may substitute education for specialized experience as follows: - Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- - Combination of education and experience as described above. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
