Summary Serves as Chief, Accounting. The incumbent is responsible for planning, directing, coordinating and controlling the obligation, payment, reconciliation, and general ledger activities of the Accounting section. Selective Service Registration is required for males born after 12/31/1959 Physical Requirements: Work is mostly sedentary, although there may be some nominal walking or standing for short periods of time. The work involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good eyesight and band dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required. Due to the nature of the assignments, the incumbent must also possess emotional and mental stability. Individual Occupational Requirements (IOR): Occupational Accounting series 0510 has an IOR all applicants must satisfy to be further considered for the position. Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for planning, directing, coordinating, and controlling the obligation, payment, reconciliation, and general ledger activities. Analyze, supervise and direct the recording of all transactions in the General Ledger, and Operating Cost Ledger to provide a complete accounting. Identify areas which provide opportunities for cost containment, cost reduction and cost avoidance, and to provide assurance of compliance with applicable policies. Review audit findings, develop corrective action plans, structure assignments, and assess thoroughness and usefulness of an audit's findings. Oversees the daily operation of a unit, ensuring that agency policies and priorities are being followed.
