Summary

Duties
You will serve as a Program Analyst, supporting and advising the Principal Assistant Program Manager.
You will work with a programmatic and technical team of civilians, military and contractors in the prototyping, design, integration, production, and test of submarine-integrated specialized mission systems.
You will use a high-level of judgment to a wide variety of interrelated subject matter, that include financial, contractual, programmatic, or other areas, requiring the ability to correlate and corroborate information into reports/records.
You will analyze and evaluate program requirements and resources and perform program reviews to identify opportunities for improved efficiency and effectiveness across programming, budgeting, and procurement activities.
You will also provide recommendations, courses of action, or corrective actions to support improvements.
You will develop and deliver a wide range of substantive oral and written presentations and reports to internal and external stakeholders, and communicate results and recommendations based on your analyses.

You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
MSP/PPP applicants must currently hold the required security clearance.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: technical experience and acumen in broad aspects of submarine design and integration; experience applying analytical and program management principles to support complex projects; and the ability to communicate program status, analyses, and recommendations clearly to stakeholders through written products and briefings.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
LOCATION SALARY RANGE:
Bremerton, WA: $141,367 - $197,200 Capped at $188,456
Washington Navy Yard, DC: $143,913 - 197,200 Capped at $191,850
Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently for Bremerton, WA = $188,456 and Washington, DC = $191,850. If your current salary is above this amount, your salary may be matched.
This position is covered by the Department of Defense Priority Placement Program.
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Several vacancies may be filled.
