Summary
This position resides in the Office of Administrative & Management Service, Office of the Associate Administrator for Administration and serves as a Logistics Management Analyst. The incumbent in this position serves as NHTSA’s Personal Property Management Analyst and supports Fleet Management.

Duties
As a Logistics Management Analyst, you will:
Monitor and prepare reports for safety recalls on fleet vehicles; assure a support program that is responsive to addressing recalls and consistent with Department of Transportation (DOT) policy and objectives. Communicate with fleet and GSA representatives as necessary to address repairs and corrections under vehicle warranty.
Provide data management and analysis for fleet inventory. Represent NHTSA at Departmental fleet meetings.
Review correspondence and report requirements; prepares and submits reports and requests for information.
Plan and execute a comprehensive, total life cycle logistics support for assigned systems.
Coordinate functions with government property managers to ensure effective utilization, protection, and control of assigned property.
The ideal candidate for this position possesses critical problem-solving and analytical skills, and the ability to continuously adapt to changing priorities. The candidate will also work cooperatively across NHTSA program offices and NHTSA is searching for an individual who is highly motivated, self-reliant, and innovative with strong written and oral communication skills who can communicate effectively at all levels of the organization.

CONDITIONS OF EMPLOYMENT:

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience integrating the actions of a variety of specialized support activities (i.e., updating fleet inventory and data; performing inventory controls for accountable assets) in the areas of fleet and personal property to develop comprehensive logistics plans.
To qualify for the GS-11 on Education alone, you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience managing logistical programs to include asset lifecycle management, generating tracking reports, and utilizing systems for tracking accountable property from acquisition to disposition to ensure full use of resources.
You cannot qualify for the GS-12 on Education alone; you must also have experience.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Research - Develop controls and validation methods for inventory management per Departmental requirements and Federal regulations.
Communication - Advise contracting officers and stakeholders on the acquisition and control of Government property; represent the agency at Departmental meetings.
Technical Knowledge - Direct responsibility for the operation and maintenance of the automated property accountability system, including acquisition, utilization, and disposal of excess property.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
