Duties
Duties will be developmental in nature when filled below the full performance level.
WG-4742-05: The incumbent will assist journeyman operators in the efficient repair, maintenance, and operation of water and wastewater treatment facilities, collection systems including lift stations and water distribution systems. Carries out simpler, recurring tasks in various trades (e.g., electrical, plumbing, HVAC, boiler operation) under close supervision to gain experience and develop skills. The incumbent works under closer than normal supervision at the trainee level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the WG-08 and 10 levels.
WG-4742-08: The incumbent will work with a higher degree of independence using knowledge developed as a helper to a progress to journeyman USRO actively participating in the maintenance of conditions of plants and equipment; standard operating procedures for the systems; and industry skills and practices related to the materials, repair parts, diagnostic equipment, installation procedures, tools, and regulatory codes associated with each system and facility. Works with storage and distribution water systems for public and domestic use, with close supervision. Operation, maintenance, repair, and monitoring of HVAC systems, electrical systems, and wastewater lift station pumping equipment and operating conditions to determine process requirements under supervision of the supervisory plant operator.
WG-4742-10: The incumbent performs the most difficult and complex tasks of Utility Systems Repairer-Operator as an expert with a high degree of independence. Duties performed include: 1) performing maintenance and repair of complex mechanical, electromechanical, electrical and pneumatic equipment pertaining to water treatment and lift station operations; 2) installing and repairing new and existing piping systems to include: PVC, copper, ductile, HDPE, cast and/or galvanized; 3) observing and monitoring wastewater conveyance equipment and operating conditions to determine process requirements; 4) hands on work experience in the processes and regulatory compliance of water and wastewater systems; the conditions of lift stations and associated equipment; standard operating procedures for the systems; and industry skills and practices related to the materials, repair parts, diagnostic equipment, installation procedures, tools, and regulatory codes associated with each system and facility. The incumbent is often consulted by other employees in difficult situations. They have experience working independently with storage and distribution water systems for public and domestic use.
Area Information:
Gateway National Recreation Area was established by an Act of Congress in 1972. Gateway NRA (GATE or GNRA) was created with the intent of creating a National Park Unit within a large urban/seaside environment and population. The park is split into three different areas in Monmouth County, New Jersey, and two areas in the New York City boroughs of Brooklyn, Queens, and Staten Island. The park intersects two states, and four congressional districts. Gateway NRA is part of the New York Harbor Parks consisting of over 20 NPS sites in and around the metropolitan New York City area.
Gateway NRA currently has annual park visitation of more than 9 million visitors and is in one of the most densely populated urban areas of the United States and is accessed via NY/NJ public transportation systems, highways, secondary roadways, pedestrian and bike ways, bridges, and water-based transportation networks. The park includes 21 miles of beaches, 435 historic structures including museums, lighthouses, historic fortifications, wildlife refuges, and concession activities including boating, golfing, ballfields, and restaurants. Despite being in an urban environment, the park has considerable culturally historic and natural seaside/beach/wildlife resources. The proximity of the park to one of the most densely populated areas in the country provides some visitors with their only opportunity to experience the natural and cultural resources contained within a national park.
The legislative boundary for Gateway is 27,025 acres and extends into adjacent waters, including the Atlantic Ocean, Jamaica Bay, Raritan Bay, and Upper and Lower New York Bay. The park manages 21,680 acres of land and waters. An additional 5,345 acres are managed by other federal agencies, owned by New York City, or privately held by entities such as Breezy Point Cooperative, Broad Channel, and Roxbury. The park has three administrative units: the Jamaica Bay Unit, Sandy Hook Unit, and Staten Island Unit. These three distinct geographic areas are linked together by similar types of resources and recreation uses yet retain distinctive characteristics that make them unique resources.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
WG-10 Only: You must possess and maintain a current Class B (or higher) Commercial Driver's License with no Air Brakes Restriction.
WG-10 Only: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
You may be required to travel overnight away from home a few nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Salary Range: A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 40 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent makes repairs and installations from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-to-reach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment.
Working Conditions: Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, goggles, rubber mats, hard hats, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and trainings and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE). The incumbent may be required to operate motor vehicles and heavy engineering equipment.
