Summary The Division of Enforcement is seeking a Senior Officer-Deputy Chief Counsel located in Washington, DC. This position is open to US citizens. Learn more about this agency Duties The Division of Enforcement investigates possible violations of securities laws and, when appropriate, recommends Commission enforcement action. The Office of Chief Counsel serves as the chief legal and policy advisor to the Division Director and the Division and provides guidance and consultation on a wide range of matters of programmatic importance. Duties: Managing the activities of Office of Chief Counsel staff members who provide legal and policy advice on enforcement matters and are responsible for the creation and implementation of policies and procedures. Managing and coordinating the work of teams of attorneys and support staff in a collaborative and positive environment, and performing a full range of supervisory duties, including setting priorities and preparing schedules for completion of work; motivating performance; conducting performance evaluations; resolving issues; mentoring and training staff; and identifying development and training opportunities for employees. Working on important external communications, such as the Division's Annual Report and Enforcement Manual. Contacting and collaborating with the Commission and staff from other Commission Divisions and Offices, and with high-ranking officials from other federal agencies and departments of government, congressional staff officials, state officials and/or executives of comparable private sector organizations. Requirements Conditions of employment CITIZENSHIP: You must be a US citizen. SELECTIVE SERVICE: Males born after 12/31/59 must be registered or exempt from Selective Service (see https://www.sss.gov/). SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. DRUG TESTING: This position may be subjected to drug testing requirements. PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized. DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. SUPERVISORY TRIAL PERIOD: This appointment may require completion of a two year supervisory/mangerial trial period. TRIAL PERIOD: Consistent with 5 U.S.C. ยง 7511, you will be required to serve a two-year trial period (one year for preference eligible veterans) if the position to which you have applied is not the same or similar to your current position of record. You must possess a J.D. or LL.B Degree and you must be an active member of the bar in good standing. BASIC REQUIREMENT: All applicants must possess the following: J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SO-01: Applicants must have four year(s) of post J.D. work experience identifying legal issues, providing legal analyses, recommendations, and preparing complex legal documents, which also includes at least three years of specialized experience: Interpreting Federal securities laws; and Conducting investigations and enforcement activities under the Federal securities Acts relating to the anti-fraud, anti-manipulative, and other provisions of the Acts ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies.
