Summary This position is located in the National Assessment Governing Board (NAGB), in Washington, DC. As an EDUCATION POLICY ANALYST, AD-1701-00 equivalent GS-15, you will be responsible for: •    Managing the Board's formulation of policy guidance to the National Center for Education Statistics (NCES) for implementing innovations to the National Assessment of Educational Progress (NAEP). •    Assisting in implementing a broad strategy to engage with key NAEP stakeholders to inform the development and implementation of policy guidance on innovations. •    Engaging with a range of experts in assessment design and development, assessment technology and artificial intelligence to evaluate innovative ideas for NAEP. •    Facilitating implementation of Board policy guidance through influence, collaboration, and creativity. •    Supporting the review of proposed and pending legislation and budget recommendations relevant to NAEP innovation. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the AD-1701-00, GS-15 equivalent if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the AD-1701-00, GS-15 equivalent is demonstrated by performing one year of experience equivalent to the AD-1701-00/GS-14 level in two (2) of the following three (3) duties or work assignments:  1. Experience leading major work-streams of large-scale K-12 student assessments (e.g., such as NAEP or other similar large-scale standardized assessment programs at the international, national, or state-level), including demonstrated understanding of the individual and integrated components of an assessment program (including assessment frameworks, data collection methods, achievement levels, reporting standards, and technological infrastructure for assessment programs). 2. Experience identifying, developing, and implementing innovative approaches to complex technical problems in a large-scale K-12 student assessment program. 3. Experience formulating and implementing education and assessment policy at the national or federal level, including developing multi-year policy road-maps that address complex technical and programmatic challenges in assessment programs and working with senior leaders towards implementation of the plans.   Basic Experience Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge in large-scale student assessments.2.    Skill in communicating effectively with decision-makers at federal, state, and local levels.3.    Skill in interacting with highly technical specialists and experts and integrating technical insights into policy recommendations.4.    Ability to plan, organize, and direct complex, large-scale projects involving multiple stakeholders and interdependent tasks.5.    Knowledge of legislative and executive branch budget and appropriations processes.
