Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Target Devices Repairer with the DPTMS Training Division, Small Arms Ranges at Fort Riley, KS. Learn more about this agency Duties Fabricate and repair metal, wooden, and cardboard targets. Inspect, test, service, adjust, align, calibrate, install, repair, replace, recondition, troubleshoot, field test and shop test target mechanisms and hit sensor devices. Fabricate and repair electrical power/data cables, hit sensor cable assemblies, hard-wire target control power distribution/switch devices, etc. Perform routine flatwork welding repairs to metal mechanical target mounting devices. Requirements Conditions of employment Heavy lifting of 50 pounds is required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Subject to an irregular tour of duty to cover 24 hour-a-day, 7 day-a-week range operation. Employee maybe required to wear a 1/2 face fitted respirator if needed and to be clean shaven so as not to interfere with the wearing of the respirator. Employee will be required to receive a respiratory test once a year and a respirator fit/test each year. This position requires a drug test. Must obtain a US Government Motor Vehicle Operators Certification Card. Must possess a valid state driver's license. A physical may be required Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Target Devices Repairer ~ without more than normal supervision. Perform common repairs including repairs for target mechanisms (including any defective hardware and parts) and perform troubleshooting of defective wiring and equipment. - Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility for this position, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Physical Effort: The work involves considerable standing, walking, stooping, bending, kneeling, crawling and climbing up and down a steep flight of stairs (30-foot control tower) or embankments. Work may be done in awkward and cramped positions Operation of truck and tractor requires frequent arm and leg movement to operate and manipulate controls. Work may require working on ladders and towers to accomplish maintenance work. Frequently handles objects weighing up to 50 pounds and occasionally handles objects weighing 100 pounds or over with assistance. Requires prolonged standing on concrete floors and walking over rough and uneven terrain. Working Conditions: Works inside and outside during all types of weather conditions. Stands on concrete floors and works on ranges in rough terrain. Exposed to dangers of live fire ranges, pyrotechnics, laser frequencies and explosives. Operates truck and tractor on paved and unimproved roads in all types of weather and is exposed to the possibility of serious accidents. There is exposure to excessive noise and smoke from the training of military units on the ranges and possibility of injury and burns and explosions; dirt, grease, odors, dust, and fumes while performing maintenance; and possible danger from electric shock, battery acid spills, and falls from range towers and ladders. Safety glasses, ear protection devices, gloves, hard hats, welding hoods, goggles, face shields, and aprons are issued or available. There is some discomfort when wearing protective clothing. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized. Term Appointment NTE - Position may be filled as a Term Appointment NTE 6 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years.
