Summary
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Clinical Functions:
The incumbent PACT NP will be responsible for delivery of primary care to patients enrolled in the VAWNY HS staff site in Olean NY. The provider will manage scheduled and unscheduled patients in an outpatient clinic setting.
The primary care provider is the clinical leader of the PACT team and is expected to work closely and coordinate patient care with other PACT team members, including nursing and clerical staff. The Primary care NPs will participate in daily huddles with other team members for optimal patient care management. and participate in primary care systems redesign projects.
The primary care NP is assigned a panel of patients to manage under PCMM guidelines; recommended panel size is calculated based on patient complexity, support staff and room availability.
Major Duties of this position may include, but are not limited to:
Provide outpatient care for primary care patients, including routine scheduled visits and urgent visits.
Prescribe medications within defined scope of practice
Order diagnostic studies such as laboratory tests, x-rays, electrocardiograms
Review needs, and order health promotion and disease prevention measures
Initiate and respond to consultations, special tests, and studies
Provide education and counseling of patients and families in preventive care, medical conditions, and use of prescribed treatments and drugs.
Participate in team communication with the PACT MSA, LPN and RN:
Daily Team Huddles
Timely response to team communication via Microsoft Teams, Email, telephone, paper correspondence
Address View Alerts, Secure Messages, and other correspondence, assigned to a PACT provider
Complete patient forms and respond to paper and electronic communications in a timely fashion
Provide routine administrative duties to support the daily clinical operations of a community-based clinic
Additional Duties may include:
Chart reviews
Congressional, other suspense items
VA Tort Claims
Other duties as assigned
Alternative or collateral duties may include management of a subsection of primary care patients, the subsection may be defined either by a disease status (e.g., spinal cord injury patients, Pain management etc.), or demographic status (Geriatric, Women Veterans, employees etc.). Typically, these duties are designated at the time of joining but may be assigned in the course of employment in response to new initiatives.
In some circumstance, incumbant may be assigned Float PACT NPs duties to cover for absences of other PACT providers, a
Primary care NPs may be responsible for supervision, education and evaluation of Nurse Practitioner Residents and medical students in the outpatient primary care setting.
Primary care NPs will regularly attend primary care staff meetings, departmental and medical staff meetings.
All NPs need to follow departmental and VHA policies for leave and attendance. Annual Leave should be requested as far in advance as possible and with at least a 45 day notice to minimize patient cancellations. All unscheduled absences must be properly communicated, and patients should be rescheduled within time frame as specified in department's policies.
Timely documentation (notes and encounter forms) is necessary in all areas in accordance with facility policy. All administrative work should be completed in a timely fashion.
Clinical reminders should be addressed as medically appropriate. Quality of care should always meet professional standards.
All NPs will always work within their privileges, unless necessitated by an emergency.

Pay: Competitive salary, regular salary increases, potential for performance awards

Licensure: 1 full and unrestricted license from any US State or territory
Work Schedule: Typical work hours are Monday to Friday 8:00am -4:30pm, and a provider is required to work a minimum of 80 hours per pay period per 1.0 FTE. Compressed schedule may be available based on facility need. Duties may include evening and weekend hours.

U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. In accordance with 38 U.S.C. 7402(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Selective Service Registration is required for males born after 12/31/1959.

Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).

Qualifications
Advanced Practice Nurse (Nurse Practitioner) Basic Requirements
Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (Applicants pending the completion of educational requirements may be referred and tentatively selected but may not be hired until the education requirements are met.) Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or
The Commission on Collegiate Nursing Education (CCNE).
NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.
License and Certification:
License. All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Basic Certification. All APN (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following: the American Nurses Credentialing Center (ANCC), American Academy of Nurse Practitioners Certification Board (AANPCB), or other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and an APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
